The Brunei Challenge
The
Brunei Challenge is
a 720 nautical mile (1152 kms) passage race from the Singapore Straits
to Brunei, on the North West coast of Borneo.
This race is acknowledged
as the toughest passage race in the region, with the entire
event sailed upwind against the predominantly 12 to 25 knot
monsoon winds in the South China Sea at this time of year.
The Brunei Darussalam Yachting Association
first conducted this event in 1997, when it attracted the most
competitive racing yachts from Hong Kong, the Philippines
and Brunei on their return from the November to January
series of regattas in Peninsular Malaysia, Thailand and
Singapore/Indonesia.
Following discussions with yacht owners and
crews, the proposed race format has been revised for 2006.
Yachts choose their own start time to complete the race as
fast as possible within the defined race period. The
race period begins at 0100 on a Tuesday, two days following
the completion of the Singapore Straits Regatta, and ends
approximately nine days later at 1800 on a Wednesday.
Competing yachts may begin their race by
crossing the start line anytime within the race period.
Yachts determine their date/time of start based upon their
assessment of weather, wind, tide, crew and boat factors,
plus expiry of the race period.
Yachts record their start date/time (from GPS)
and notify Race Control by HF radio. Yachts must complete
the course within the defined race period to be recorded as
finished and eligible for prizes.

PRELIMINARY NOTICE OF RACE

The
race is conducted by the Brunei Bay Regatta Series - Organising Committee, of
the Brunei Darussalam Yachting Association.

Rules:

The race will be governed by the Racing Rules
of Sailing 2005-2008, the prescriptions of the Brunei Darussalam
Yachting Association, the IRC 2005 Handicap Rules, the Notice of
Race, the Sailing Instructions, and any amendments.

Between sunset and sunrise, the International
Regulations for Prevention of Collision at Sea will apply in place
of the Racing Rules of Sailing.

ORC Special Regulations Category 1 shall apply.
Participating yachts will be required to satisfy additional
requirements including (but not limited to) HF-SSB radios with
specific channels/frequencies, minimum fuel and drinking water
storage, regular position report skeds, liferafts, EPIRB, harnesses
and life vests.
A complete list of these additional specifications will be available
2 months prior to race start.
Eligibility:
The
race is open to keelboats that satisfy the following requirements:
1.
Hold a valid 2005/6 (south) IRC rating certificate
2.
Have a minimum IRC certificate LWP of 8.5 metres.
3.
Have a minimum IRC certificate SSS Base Value of 28.
4.
Comply with ORC Special Regulations Category 1 for equipment,
with additions and amendments as specified by the Organising Committee.
These additional specifications will be available 2 months prior to race
start.
Notes:
A:
An inspection of special regulations Cat 1 equipment and fittings will
take place on registration day.
Yachts will be required to show requested items of equipment. Skippers
will be required to sign a declaration to confirm all equipment and
related special regulation requirements are complete and in working
order.
B:
Yachts will be required to make a HF-SSB radio check with Race Control
on the assigned race channels/frequencies within 10 days of the race
start to verify their radio equipment is functional.

Skipper’s Declaration to be completed and signed by registration
day.
5
Crew’s Declaration to be completed and signed by each crew member
(including skipper) by the registration day.
6.
Pay the Yacht Entry Fee and the related Crew Entry Fees
prior to the
start.
7.
Race Declaration signed after completion of the race (may be
accompanied by a post race inspection).
Advertising:
-
The race is designated as a Category C event in
accordance with ISAF Racing Rules of Sailing Appendix 1.

Yachts must not carry any sponsorship that conflicts
with official race sponsors. Yachts wishing to display advertising
on their hull and/or sails/spars shall notify details to the
Organising Committee. The Organising Committee will determine if a
conflict exists and deny permission to participate with that
advertising.

Yachts may be required to display the Regatta
sponsors' advertising.
Race Entry Fees:
A
Yacht Entry Fee of Bn$200 (including owner and/or skipper),
payable with the Race Entry Form.
A
Crew Entry Fee of Bn$50 per crew member, payable at registration.
All
cheques, money orders etc should be made payable to The Brunei
Darussalam Yachting Association.
Fleets:
Subject to the requirement of a minimum 3 yachts in each fleet, it is
intended to conduct the race with a number of fleets. Where the minimum
3 yachts are not available to form a fleet, the Race Committee
will re-assign fleet groupings and allocate yachts to the appropriate
fleet.
The
Race Committee’s decision on fleet parameters, and assignment of
yachts to fleets, and the number of fleets, will be based on the
participating yachts’ DLR, Hull Factor and TTC and in consideration of
the number of entrants. The Race Committee’s decisions shall be
final.
The
planned fleets – subject to sufficient competitors - are:
Racing Fleet
- DLR of 150 or less, and Hull Factor of 9.0 and above.
Racer/Cruiser Fleet - DLR greater than 150 and less than 200, and
Hull Factor less than 9.0.
Cruiser/Racer Fleet - DLR greater than 200 and less than 300, and
Hull Factor less than 8.0
Cruiser Fleet - DLR greater than 300, and Hull factor less than
7.0
Premier Cruiser Fleet
- TCC of 1.10 and higher, and LOA 15 meters or more, and a maximum Hull
Factor of 9.0.

Yachts may participate as a member of one fleet only.
